UGANET advocates for legal reforms and policy reforms thus leading to better enforcement of existing laws. Lobbying of District leaders, Members of Parliament, Uganda Law Reform Commission and other decision makers is done through a number of strategies, which include the following;- Holding advocacy dialogues and meetings with Members of Parliament on issues regarding Human Rights
- Engaging the Uganda Law Reform Commission in consultative meetings with a view of influencing legal reforms
- Forming networks and partnerships with fellow Civil Society Organisations to form one voice on Human Rights and HIV/AIDS issues. In 2009, UGANET together with over 15 CSOs came together and made a joint statement on the proposed HIV Prevention and Control Bill which was submitted to the Parliamentary Committee on HIV/AIDS
- Media advocacy at National and district level is carried out through organizing Television and Radio programmes. At national level, TV programmes have been aired on Nation TV to address issues of concern in the proposed HIV Bill and Uganda Broadcasting Cooperation TV. Radio programmes are aired on 5 local FM stations in the 5 districts of coverage in 5 local languages. This is to enhance the participation of community members in the programmes through phone calls and short messages.
